Lieutenant Anthony Hines   Lt. Hines began his career in law enforcement with the federal government as a Federal Investigator. In 1992, he joined the Minneapolis Police Department as a Patrolman, this is where he gained his experience in community policing and he finished his last assignment with MPD as a Sergeant in patrol. He was hired by Metro Transit Police Department in 2008 and has served as a Patrolman, Field Training Officer and Sergeant before being promoted to Lieutenant in 2014. He is currently the Lieutenant over Patrol, Rail and Bus Operations in West Command. Lt. Hines serves on the Department’s Strategic Planning Committee, the Labor Management Committee and he’s MTPD’s Field Training Officer trainer. He has a B.A. in Political Science and a Masters in Criminal Justice. Lt. Hines believes in community partnerships and continues to volunteer his time with community service organizations, police organizations and several youth mentoring programs throughout the Twin Cities.

  Sergeant Suwana Kirkland, Vice President   Sergeant Suwana Kirkland is a native of Beaver Falls Pennsylvania and moved to Minnesota in March of 1999. One of six siblings raised by a single parent. Sergeant Kirkland currently works for Ramsey County Sheriff’s Office but started her law enforcement career with the city of Minnetonka as a Police Cadet in 2004 and was later hired as a Police Officer for the city of Minnetonka a year later.  In 2006, Kirkland left the Minnetonka Police Department & worked for the Minnesota State Fair PD for eight months as a part-time police officer. In 2007, Kirkland was hired as a part-time corrections officer at Ramsey County Sheriff’s Office and six months later was promoted to Deputy Sheriff.  From March 2014 to August 2017, Kirkland was hired part-time as a police officer for Metro Transit Police Department. Sergeant Kirkland is currently assigned to the Training Unit as the Sergeant over Background Investigations, Recruitment and Community Engagement. Sergeant Kirkland works as a Hostage Negotiator Team Lead, Honor Guard member and CIT/Verbal De-Escalation instructor for the Ramsey County Sheriff’s Office. Sergeant Kirkland was a member of the Mobile Field Force during the Republican National Convention hosted by Saint Paul, Minnesota. Kirkland also represented the Ramsey County Sheriff's Office in Washington D.C. for the first Inauguration of President Barack Obama in 2008.  Kirkland is a graduate of Saint Mary’s University with a Bachelors of Police and Science degree. Sergeant Kirkland is working towards her Master’s Degree in Public Service by attending the University of Minnesota Humphrey School of Public Affairs. Sergeant Kirkland is the Region 2 National Delegate of NBPA. Kirkland holds the title of Associate member NOBLE. Member of the AALC African American Leadership Council. Kirkland also holds an Associate’s Degree in Law Enforcement from Minneapolis Community and Technical College. Sergeant Kirkland holds the title and position of Vice President where she ran unopposed in 2014 for National Black Police Officer Association Minnesota Chapter, as well as a NBPA National Delegate for Region 2. Previous position with NBPA held was Sergeant-At- Arms for two ears.  Kirkland enjoys spending time with her family, watching football and traveling.

He is a certified Crime Scene processor and an Emergency Vehicle Operations (EVOC) instructor for the department. He is also a member of the Canine unit as a decoy, and the recruitment team. Boddie is also an enlisted military veteran.
